Indo-US Nuclear Deal

Lot has been said by a lot many people in criticism of this bill. Just wanted to ask this. If India were to enact a similar law to provide nuclear technology to a country with limited nuclear capabilities, what would it include and what would it leave out from the current bill? Wouldn’t it seek similar assuarances from that country?
